What your government gains from gang stalking?
Here is the lists of possible benefits for the government. I am not suggesting that your nation is actually encouraging nor supporting gang talking.

Control of the citizens as gang stalkers can work to eliminate the people who oppose to the government's view or policy.

As gang stalkers are often of the people in the bottom of the social structure, they receives minimum wages or even continuous employment for their extra works for gang stalking.

Restriction on activism or activists.

Extra budgets or resources from the dead victims of the gang stalkers. A citizen's wealth goes back to the nation. Nazis invited Jews from abroad to take their wealth. We have overwhelmingly over-populated for human resources (check the unemployment rate) but many countries have huge debts. (check CIA facts book for the debt of the US for a surprise).

Stressing on the stability of "Big Brothers" (elites). No citizen can oppose their policy to overturn the current government's plans. (i.e. dictators like Hitler and Starlin used this technique.)

Control of the mass by let them discriminate each other. So they have no time to blame their government of social problems like low wages and unemployments. The people concern about such matters are "socially killed" by the mass. What people are doing is oppressing each other to take out their opportunity to improve their lives in the society.
